Analysis
Tourism Consumption and the Economic Ripple Effect
Tourism consumption in Tokyo amounted to approximately ¥10.1 trillion in 2025. Of this total, approximately ¥4.6 trillion was attributable to foreign travelers, accounting for 44.9%.
The latest available economic ripple-effect data are for 2024. Production benefits in 2024 amounted to approximately ¥18.5 trillion, an increase of 56.1% compared with the pre-COVID-19 level in 2019, or approximately 1.56 times the 2019 figure.
Of this amount, production benefits attributable to foreign residents were approximately ¥7.7 trillion, up 211.3% from 2019, or approximately 3.11 times the 2019 figure. Foreign residents accounted for 41.9% of total production benefits. Approximately 80% of the overall increase in production benefits between 2019 and 2024 was attributable to the foreign-resident segment. The increase in production benefits attributable to foreign residents accounted for a large part of the overall increase in production benefits.
Expenditure per Person
In 2025, total expenditure per domestic traveler was ¥16,117 in the 23 wards, ¥7,657 in the Tama area, and ¥62,144 in the Tokyo Islands. Expenditure in the Tokyo Islands was approximately 3.9 times that in the 23 wards and 8.1 times that in the Tama area, making it the highest of the three areas.
According to the dashboard, total expenditure per foreign traveler was ¥204,117. Among the average amounts spent by category, accommodation expenses were highest at ¥80,509, followed by shopping expenses at ¥64,032, other expenses at ¥47,613, and food and beverage expenses at ¥44,703.
Since totals are calculated for each question, the sum of “Itemized expenditure per person” does not necessarily equal “Total expenditure per person.”
