Case 02 Where Do Travelers Go in Tokyo?

This page presents a cross-sectional summary of findings from multiple surveys published on this site, focusing on the areas of Tokyo visited by domestic and foreign travelers.
By reviewing the numbers of travelers staying by municipality, the main places visited by foreign travelers, and changes in these patterns in one place, you can gain an overview of where travelers tend to go within Tokyo.

Analysis

Numbers of Travelers Staying by Municipality

According to mobile data for 2025, the five wards with the highest numbers of domestic travelers staying were Shinjuku, Chiyoda, Shibuya, Minato, and Chuo. For foreign travelers, the order was Shibuya, Chuo, Taito, Shinjuku, and Chiyoda.
The top five wards accounted for 45.2% of the aggregate number of domestic travelers staying and 56.9% of the corresponding number for foreign travelers across all municipalities. The share for foreign travelers was 11.7 percentage points higher than that for domestic travelers, showing that foreign travelers were more concentrated in a limited number of central Tokyo areas.
Mobile-data counts of travelers staying are aggregated separately for each municipality. If the same traveler stays in multiple areas, that traveler is counted in each of those areas.

Places Visited by Foreign Travelers

In the survey of foreign travelers, Shibuya had the highest visitation rate in 2025, at 66.1%. This was followed by the Tokyo Station, Marunouchi, and Nihonbashi area at 55.7%, Ginza at 55.6%, the Shinjuku and Okubo area at 54.8%, and Asakusa at 49.3%. Each of the top five areas was visited by approximately half or more of respondents.
Compared with 2019, the visitation rate for the Tokyo Station, Marunouchi, and Nihonbashi area rose by 19.4 percentage points, from 36.3% to 55.7%, moving from seventh to second place. Shibuya rose by 17.5 percentage points, from 48.6% to 66.1%, moving from third to first place.
Visitation rates also increased by 8.7 percentage points for Akihabara, 7.3 points for Ikebukuro, 6.3 points for Ginza, and 5.0 points for Asakusa. In contrast, the Shinjuku and Okubo area remained broadly unchanged, edging down from 55.1% to 54.8%. The Odaiba and Tokyo Bay area fell by 7.7 percentage points, from 23.8% to 16.1%. These results show changes in the pattern of places visited by foreign travelers compared with before the COVID-19 pandemic.
